You asked for an opinion <br />based substantially he following: <br />FACTS <br />The City has had inquiries regarding doer -to -door advertising and distribution of door <br />hangers or handbills. The City Cede provision regulating door -to -door sales is in the nuisance <br />definitions of § 407-02(H). It reads as follows: <br />Peddling: <br />1. Uninvited Soliciting: The practice of going in or upon private residences by <br />solicitors, peddlers, hawkers, itinerant merchants or transient vendors d of <br />merchandise net having been requested or invited to do so by the owners 'or <br />or <br />occupants of said private residences, for the purpose of soliciting orders for the <br />
