The variance, if ranted, will not alter the essential character of the locality: <br />The improvement proposed for the Casper hone will not be out of character or context <br />of a split lever home built in 1980's; will have little or no impact on the adjacent <br />(southeast) parcel} and more ffi"rtantly will be in keeping with today}s designs and <br />family accommodations. The Community Development Staff has determined that <br />this variance, if granted, will not alter the essential character of the locality, nor <br />adversely affect the public health, safety, or general welfare, of the city or <br />adjacent properties. <br />6.0 STAFF RECOMMENDATION: <br />6,1 used on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staff recommends approval of a 11 foot VARLANCE to Section <br />1004.02D5 of the Roseville City Code for Karen Casper to allow the construction of a two <br />level addition including a seen porch (lower lever and four - season porch (upper lever on to <br />the northeast corner (rear) of home at 2508 Marion Street, subject to the following conditions: <br />A. The property owner must locate the lot's property pins (or provide a survey) and based <br />on that, develop a scaled site plan with dimensions for screened porch and four - season <br />parch addition, allowing the Community Development Department to verify proper <br />placement of the structure on the parcel. <br />B. gutters must be installed along the eves of the addition and directed to the northeast <br />corner of the parcel, to reduce impacts to adjacent residential properties. <br />The mview and approval of a building permit must be consistent with the approved <br />plans and variance. <br />7.0 PLANNING oMMISSION ACTION: <br />7.1 On July 9, 2003, the Roseville Planning Commission held the public hearing regarding the <br />Casper variance request. At the hearing no citizens addressed the Comm- fission and the City <br />Planner indicated that he had not received any calls or email regarding the request.
