Department Approval: Manager Approved: Agenda Section: DPW/TP ORDINANCES Item Description: l evigions to Residential Designations (Section 1004) (P.F.34'70) 1.0 BACKGROUND: 1.1 Based on Planning Commission comment and direction, the Staff prepared revisions to the residential designations (Section 1004 of the current code). The repetitive lists of permitted uses, accessory uses and conditional uses have been condensed into a 1 -page chart (Section 1 004) and have been revised to be more current in language. In addition, the difficult to find dimensional requirements for each residential zone have been consolidated into one page. A new zoning district (text only) is now available for Public Park and open space land. There are no or changes in intent, but rather is clarity and format, Eventually, this portion of the Code should be more accessible electronically. 1.2 Over the past two gears, with the Planning Commission, the planning staff` has compiled sections of the zoning code into a set of "bite - size" ordinances, ready for review and revision. These existing regulations are outdated in terminology (written more than 40 gears ago) and in format. They have no consistency throughout the Code. For a property owner or developer (as well as city staff) they have been hard to find and interpret. Charts (ire colon will be easier to access and read. 1.3 Staff is prepared to explain the changes at the first reading. After first reading, the Council may have discovered other issues that should be reviewed by the City Attorney and staff and be included in the compilation. 2,0 PLANNING On July 9, 2003, the Planning Co�ssion reviewed the draft ordinance and found it consistent with work previously done by the Commission and staff`. The Planning Commission found this draft ordinance to be a major improvement and recommended a royal 5 -0, and encouraged the Council to hold a first reading on the rewritten Residential Section of Title 10 (Zoning). 3.0 SUGGESTED COUNCIL ACTION: Hold the first reading, accept comment and provide direction. By motion, approve the first reading of City Code amendments to Section 1 004 and set August 4th as the second reading date. Attachments: Proposed Amendment in ordinance form..
