C. General Lighting Regulations: Any illumination, whether affixed to a building or <br />3 otherwise, within a lot in any R District shall not be permitted to beam beyond the <br />4 lot lines wherein it is located. Off-street parking areas shall be surfaced with asphalt or concrete and with <br />9 permanent concrete curbs to define driveways and parking limits. (1 5.oiwa) <br />10 <br />11 2. For all new construction in all zoning districts, site plan review as described in <br />3 Section 1010.16, is required and no construction shall occur without such <br />4 review and approval. q 5.oiD3e) <br />5 <br />26 6. Site plan review as described in Section 10 10. 16 shall be required for all <br />27 repairs, remodeling and additions if the construction involved increases the <br />8 overall size of the parking lot by ten percent (10%) or in the event that the <br />construction increases the assessor's market value by over twenty percent <br />30 (20%). All construction which repairs or remodels or alters a parking lot between ten <br />33 percent (10%) and fifty percent (50%) of its size shall not be required to meet <br />4 all of the criteria outlined above. A percentage of expansion between ten <br />35 percent (10%) and fifty percent (50 %) or a monetary improvement between <br />36 twenty percent (20%) and fifty percent (50 %) would require a proportional <br />37 level of improvement. This proportional requirement will be determined by <br />38 the Development review Committee subject to appeal by the City Council* <br />39 The City Council may refer such an appeal to the Planning Commission for <br />40 review and recommendation.
