/ <br />/ <br />Project Description <br />Senior Housing Partners LLC, the developer, is proposing a mixed use project on the <br />existing Hamline Shopping Center site currently owned by Kraus Anderson. The proposed <br />project is a four story, 92-unit senior rental building with neighborhood commerc iallretai l <br />space. The commercial /retail space comprises approximately 13,985 square feet. <br />The Harnline Shopping Center is currently occupied by approximately 24 retail/service <br />businesses. The developer is seeping the City's assistance to provide relocation assistance <br />to the displaced business tenants through a "pair as you go" TIF project. <br />The impact of the project is to permanently displace the current shopping center tenants. <br />The serious potential problem is that all of the 24 tenants would be displaced under the <br />terms of their existing leases without any relocation assistance. Many of the businesses are <br />long term occupants and all have seared the community well. The businesses would be <br />displaced by a "redevelopment project'' in effect, if not by the definition in the <br />redevelopment statutes. The impact of the displaced businesses can be significant, even <br />when relocation assistance is provided. Relocation assistance can at least minimize the <br />negative impact of being displaced and beep existing Roseville area business in Roseville. <br />Relocation Cost Estimate <br />Wilson Development Service specializes in providing acquisition and relocation assistance <br />to public agencies. we have provided a preliminary relocation cost estimate of $7507000. <br />The estimate was based upon a windshield type survey of the businesses at Harnline <br />Shopping Center. There was no direct contact with any o f the businesses. we have added a <br />pp <br />10% contingency factor on our project cost pro forma. If`the project moves forward} <br />individual meetings would be made to confirm the estimate. <br />Rea oeatiou Eligibility <br />Persons displaced by public action, including businesses} are eligible for certain rights and <br />. <br />benef ts p er Minnesota Statutes 117.52.
