Regular City Council Minutes — 3/31/03 <br />DRAFT' Minutes - Page 15 <br />Councilmember Kough spoke in support of the motion; <br />recognizing that the rank and file union majority vote was <br />supportive of the clause. <br />Discussion ensued regarding staff representations to the <br />union; pending budget revisions, priorities and processes; <br />and whether staff negotiated in good faith with union <br />representatives. <br />Klausing moved, Maschka seconded, bringing the <br />discussion to a halt and calling the question. Mayor <br />Kysylyczyn questioned City Attorney Anderson whether a <br />4 -5 vote would be required to halt the discussion. <br />City Attorney Anderson was consulted and opined that <br />further debate would end by calling the question. <br />Roll Call <br />Ayes: Klausing and Maschka. <br />Nays: <br />Nays: Schroeder, Kough and Kysylyczyn. <br />Councilmember Kough defended his original request for <br />the clause as part of the negotiated contract. <br />City Attorney Anderson opined that the language in the <br />clause met Councilmember Kough's intent as presented. <br />Discussion ensued regarding whether the City Council <br />should have met in Executive Session to negotiate contract <br />terms; interpretation of fairness to the union and <br />taxpayers; contract teem; cost of potentially opening up the <br />contract for renegotiation in 2004; and potential grievance <br />processes. <br />Councilmembers. encouraged Mayor Kysylyczyn to call <br />the vote. <br />Roll Call <br />Ayes: Schroeder, Klausing, Kough and Maschka. <br />Nays: Kysylyczyn. <br />
