exchange for three (3) months severance pair, and twelve (12) months <br />health/dental coverage. <br />b) Employees electing to voluntarily resign would receive a payout of their earned <br />vacation and compensatory time in addition to the incentives rioted above. <br />e) A window of opportunity would be established, probably thirty (30) days. <br />d) Management would reserve the right to grant or deny this option under certain <br />circumstances based on whether it would create an immediate hardship for the <br />City to deliver an acceptable level of service. <br />3) Layoffs (if necessary). <br />a) In the event that an insufficient reduction in workforce is achieved through <br />attrition, early retirement, or voluntary resignation, the City would initiate layoffs <br />for selected positions. <br />b) The City would not offer any incentives under this option, but some severance <br />package would be offered. <br />c) Employees placed on layoff status would receive a payout of their eyed <br />vacation and compensatory time and three (3) weeks severance pay and eight 8) <br />hours of severance pay for each full year of completed service. <br />Council Action Requested <br />Staff is requesting direction from the Council on the Budget Reduction plan. Specifically, we <br />request a motion authorizing Staff to work out the details of the voluntary workforce reduction <br />plan described in concept above, and to present that plan to the City Council on Monday, April <br />14 for approval. <br />
