January 8, 2003 <br />Gary Boyum <br />Municipal Marketing Manager <br />Waste Management <br />10050 Maples St. N.E. <br />Blaine, MN 55449 <br />Dear Gary, <br />I'm sorry to hear that you feel the transition to adding multi - family complexes is not <br />going as smoothly as you had loped. I'm also disappointed that communication between <br />the City of Roseville and waste Management has led to some misunderstandings. <br />I will address the points you identified in your letter of January 8. I met with Chris Hove, <br />Forrest Sartell and Marilynn Corcoran on November 25,2002. At that meeting I <br />indicated that we would provide Chris a list of all apartment and condo complexes in the <br />City including addresses contact name and numbers, and what company, if any, provided <br />recycling service. That has been done. <br />I also said we would send a letter to all licensed recycling vendors and multi - family <br />complexes owners and manager alerting them to the changes in the City's prograrn and <br />asking them to let us know by January 15, 2003 (Chris's suggested date) if they would <br />continue their contracts or void them and begin service with us. At Chris' suggestion we <br />included a sentence stating that we hoped to have service established at all complexes <br />that chose the City's program by the end of March 2003. Whose letters were sent on <br />November 27 and a copy has been sent to Chris and another to you. <br />I indicated to Chris that one of the main re 'asons for the City offering service was that <br />many smaller complexes did not currently provide service and that we should proceed <br />with establishing service at those locations as soon as possible. It is our intension that <br />every multifamily complex in Roseville offer recycling service to its residents. Chris said <br />that he would begin site visits to complexes not currently receiving service in mid- <br />December. However, in a phone conversation with Chris on January 2, he said he hoped <br />to begin site visits this week. <br />In a phone conversation we had on December 24, we discussed billing and I stag that in <br />accordance with the 1P specifications that in the last week of each month Roseville and <br />Waste Management would review the list of complexes that would receive service in the <br />month to come. Roseville would then bill those complexes and pay waste Management <br />the agreed upon fee of $1.06 a unit per month. I mentioned to you on the 24th and <br />confirmed with Chris Hove on January 2nd that in January 2003 the only complex that <br />would receive service under the City's program would be Rosedale Estates at 2735-2855 <br />Dice Street. <br />
