Message
From:
Beets, Neal
Sent:
Tuesday, March 119 2003 4:58 PM
To:
*R11 Council
Cc:
Miller. Chris; Curti' Carolyn
Subject: : Cost of a Pfirnary Election
All, the cost to the city for holding a primary election. Neal
__ -- -original Message---- -
From: Miller, Chris
Sent: Tuesday, March 11, 2003 3:19 PM
To: Reeks, Neal
Cc: Curti, Carolyn
Subject: Cost of -a Primary Election
Deal,
Page of
As a follow -up to last night's discussion on the cost of a conducting a primary election, Carolyn and I
i
net to review the applicable costs. You may recall that two different figures were presented} $8,000 and
$20,000. Technically both figures are correct, depending on how you measure fixed ed costs.
Beginning with the 2003 election, the estimated direct costs of conducting a primary election is S101000
— 12PO. This includes costs for election judges, printing ballots, and mailing absentee ballots but does
not include indirect, fixed costs for full -time staff' (Carolyn, .fill, Gretchen, etc.) which we incur whether
there is a primary or not.
In the longer run, beginning with the 2006 election, the "City-cost" sty' issue of ` whether to conduct a
primary becomes less significant. Beginning in 2006, the local elections will fall in the same year as
the general election and we will be required to . hold a primary regardless. Then, the only potential
savings from not having a city primary will result from not having to print ballots for local candidates,
or nail out absentee ballots. These costs are minimal and ai-e not likely to exceed $1,000.
Thus, the direct cost of a city primary for 2003 and 2005 is $10, 0 Y $1 22000. If you include staff time
in your cost calculation, then the cost of a city primary in 2003 and 2005 is about $20,000. B e innin in
g g
20063 the cast of a city primary is minimal because the city must hold the state primary election anyway.
3/27/2003
