In Icy view a properly constituted citizen task
force is one that is Eliven a clear charge to study an issue, the ability to fully discuss options and
arrive at a reasoned conclusion which is of value to the council and to the community as a whole.
This loosely organized assembly seems like yet another~ of I ysylyezyn' s half-baked schemes
which confounds, rather than refines, an issue. Calling it a "task force" is misleading.
I believe priniai-Y cleet ions have served Roseville citizens well. In most cases the better qualified
eatididi, ites prevail at a primary- Candidates who do not make it past the primary election can cut
their losses and give their support to a winner. Citizens can then focus on a smaller number of
Hopefuls and make better- informed voting decisions in November. Perhaps the most important
reason for hay {i rig a primary is that the winner of the general election will, i n ji-iost cases, have
woii a majority on ty o f the ballots cast_ y view I's that the benefits of conducting primary elections
outweigh their cost. By nature and design, representative democracy is inefficient. c`hat's
h way it should be.
0
Daniel G. wall
