Executive Session and Regular City Council — 4/7/03 <br />DRAFT Minutes — Page 24 <br />Mayor Kysylyczyn raised a question to the voters and <br />public at -large as to the lack of comment from several of <br />the Councilmembers as to their rationale for support of, or <br />lack thereof, for continuing the Primary election. <br />Councilmember Maschka opined that in his twelve (12) <br />years of service on the City Council, he had received more <br />feedback on this issue than almost any other issue; stated <br />that the comments he had received indicated that the <br />community wanted to keep the Primary election and that <br />he would be supporting its continuation. <br />Councilmember Klausing spoke in favor of the Primary <br />election, opining that it served the citizens of Roseville <br />well, and no one had articulated a problem with the current <br />system. <br />Councilmember Kough reiterated his intention to vote as a <br />representative of the majority of the citizens, and if his <br />vote was incorrect, the people would speak if and when he <br />campaigned for re- election. <br />Mayor Kysylyczyn continued to query Councilmember <br />Kough on what he opined was a change of stance by <br />Councilmember Kough; with Councilmember Kough <br />responding that Mayor Kysylyczyn was not making a fair <br />representation of their previous conversations and his <br />position. <br />Mayor Kysylyczyn commented further, and reiterated his <br />position that, until the process of infortmtion gathering <br />and public education had been completed, he would not <br />vole on the issue. <br />Councilmember Kough complimented Mayor Kysylyczyn <br />for his thorough examination of the issue. <br />Mayor Kysylyczyn slated for the record that personal <br />attacks that had been levied during the process were <br />inappropriate and benefited neither the issue nor the <br />community.
