REQUEST FOR COUNCIL ACTION <br />DATE: 04/12/03 <br />ITEM: : 1. B. <br />Department Approval, Manager Reviewed: Agenda da Section <br />Consent <br />Description: Item Approving professional services contract for design and reconstruction of <br />Arona Fond <br />Background United properties is purchasing the Arona site for redevelopment. As a part of this <br />redevelopment, the City has been working with the developer and surrounding property owners to <br />address their concerns about Arena Fond. Arena Fond is a land locked wetland that has been <br />receiving storm water since the 1960's. Due to the sandy soils in this area, the basin has historically <br />functioned as an infiltration basin. Approximatly 5 years ago, the infiltration characteristics of this <br />basin failed, causing the storm water to over top the banks of the pond and flood adjacent properties. <br />Over the ensuing gears, the City has been manually pumping the storm water out of the pond after <br />significant rain events in order to avoid property damage. The A.rona redevelopment has provided an <br />excellent opportunity for the City to fix this problem permanently. The proposed project will expand <br />the pond, install a permanent lift station, as well as looping at restoring some of the infiltration <br />characteristics of this basin. <br />This is specialized work that will require modeling as well as wetland mitigation and permitting, so <br />we have solicited bids from three engineenng firms to prepare plans and specifications. The three <br />firms we received bids from are: Bonestroo, Anderlik and Associates* UR , Inc.; and WSB an <br />Associates. After reviewing their proposals, staff recommends that we engage w B and Associates. <br />At a not too exceed cost of $38,800, they have the lowest bid, al so we were very pleased with their <br />design work on the Zimmerman Labe/ CFL project in 200 1. That project was delivered significantly <br />under budget. <br />Financial Implication*. `problem area} was looked at as a part of the Comprehensive Storm <br />water management plan, initial estimates indicate that the total cost of this project, including <br />engineering and administration, would be $ 700,000. we have looked at the contributing storm water <br />volume and have determined that new development contributes 13% of the overall vo lumc to this <br />basin.. The remaining 87% would be the City's responsibility. All costs for this project will be pas <br />for using storm water infrastructure frauds_ <br />Staff Recommendation: Staff recommends approval of a professional services contract with W B <br />and Associates for final design, plans and specifications for Arona pond reconstruction <br />RECOMMENDED COUNCIL + 9 <br />Lotion to approve the attached contract with w B and Associates engineering services final design, <br />plans and specifications for Arena Pond reconstruction. <br />Prepared By: Debra B loom <br />
