4. o VARIANCE REQUEST BACKGROUND: <br />4.1 Section 1 004.01 A6 of the Roseville i ty Code (Maximum Total Surface Area) affords <br />each residential property owner up to 30% impervious coverage on a lot/parcel, based <br />upon the total lot size. In the case of the Voermans property this allowance cannot <br />exceed 3,240 square feet without an approved variance. <br />4.2 The Voerrnans home was constructed in 1953 and is situated on a 10,800 square foot <br />parcel. The home has a footprint of 1,196 square feet; a detached garage of 704 square <br />feet; patio, porch, and sidewalk of 395 square feet; and a driveway of 914 square feet. <br />This gives the voerrnans property an existing coverage of 3,209 square feet or 29.7%. <br />4.3 The proposed 8 foot by 36 foot hone addition (289 sq. ft.) would be constructed on to the <br />west side of the horne to expand the existing bedroom and kitchen, and bathroom, and <br />create a small mud room at the rear entry. The proposal also includes additional <br />sidewalk, paving under the porch (attached to garage) and a new front and rear stoop <br />(246 sq. ft.). <br />4.4 The proposed improvements increase the parcels impervious coverage from 3,209 square <br />feet (29.7%) to 3,743 square feet (35%), thus requiring a variance of 503 square feet (the <br />difference form allowed 3,240 to proposed 3,743). <br />4.5 In 1998 ( Jan 1, 1 999 ) the City of Roseville amended Section 1 004 of the City <br />Code to include a maxirnuin lot coverage limit of 30% r f `or all single and two family <br />residential properties.
