4.0 BACKGROUND —CITY CODE REQUIREMENTS
4.1 Specific to the monopole and antenna, Section 101 .1OA4 of the Roseville Zoning
Ordinance states: Commercial receiving or transmitting antennas and towers not located
on a City tower site shall be a conditional use_ Commercial receiving or transmitting
antennas and towers may only be located in "B"' Business or "I}} Industfial Districts. The
City may establish pen -nit review periods, tower termination, time limits or an
amortization schedule specifying the year in which the tower shall be taken down by the
applicant or its assignee. A performance bond or other surety may be required by the
City in order to assure removal of the tower at a specific date.
4.2 The conditional use permit process (Section 101 3 of the City Code) for this request
allows the City to consider;
Compatibility with adjoining properties.
Impacts on traffic and public facilities.
Impacts on property value.
Impacts on general health, safety, and public welfare.
Compatibility with the Roseville Comprehensive Flan.
4.3 The CUP process allows the City to impose these conditions it considers necessary to
protect the public health, safety, and welfare.
5.0 BACKGROUND T PROPOSAL & SITE DESCRIPTION
5.1 Franks Nursery & Crafts is located directly east of Fairview Avenue and south of the
Highway 36 Service Drive, adjacent the a itlentrance ramp. The parcel is located in
Comprehensive Flan District 12 with a future land use designation of "B"' for Business
use.
The property has a zoning designation of B-1, Limited Business District, along with
properties that lie to the south. Circuit City /Sports Mart, which lies directly east, has a
zoning of B -1 -I3, Limited Retail District. Rosedale, which lies north across Highway 36,
has a zoning designation of SC, Shopping Center District and the Fairdale Shoppes and
the numerous restaurants along Perimeter Drive, have a zoning of I3 -1 -B. Single family
residences lie directly west of the Frank's site.
5.3 Qwest Wireless proposes installing a 54 foot tall monopole in the northeast corner of the
parking lot, replacing an existing light pole. Associated equipment cabinets are also a
part of the conditional use permit application and will be installed directly adjacent the
monopole. The equipment supports the monopole and would not exceed five feet in
heights with cash cabinet being 5 square feet in size (15 total sq. ft.).
5,4 Qwest has provided a narrative indicating that a gap in the current coverage area
necessitates the placement of a monopole in this general vicinity to add capacity and
enhance coverage for the Rosedale area..
PF3461 - RCA 042803 - Page 2 of 5
