Regular City Council Wnutes — 4/28/03 <br />Page 17 <br />Mayor Kysylyczyn questioned the need to allow the <br />2' variance to continue from a prior surveying error; <br />and encouraged a jog in the north wall, to provide a <br />visual break in the expanse. Mayor Kysylyczyn <br />opined that if a five foot (5') line were preserved, it <br />would address sightline, drainage, and tree loss <br />concerns. <br />Councilmember Klausing complimented the Beans <br />and Mr. Gruntner for their presentations; and spoke <br />in support of the motion, based on the overall, long- <br />term benefit to the City. Councilmember Klausing <br />recognized the concerns of Mr. Gruntner, the <br />recommendation of staff and the Planning <br />Commission after considerable review; and <br />suggested additional windows or something to make <br />the mass less imposing to reduce the impact on Mr. <br />Gruntner's property. <br />Councilmember Schroeder thanked the applicants, <br />Mr. Gruntner and the Planning Commission for their <br />work on the project to -date. Councilmember <br />Schroeder spoke in support of the motion; but <br />expressed concerns regarding the drainage and the <br />need to break up the mass of the building. <br />Councilmember Kough expressed his difficulty in <br />making a determination on this project, speaking to <br />the concerns of the Beans and Mr. Gruntner. <br />Mr. and Mrs. Bean commented that Mr. Gruntner's <br />car port roof currently drains onto their property. <br />Councilmember Maschka expressed concerns <br />regarding the garage and setting a precedent <br />regarding the setback; but spoke in favor of what the <br />Beans were attempting to accomplish on the <br />property. <br />Further discussion included the actual right -of -way <br />requirements, With Planning Consultant Thomas <br />
