D. <br />Department Approval: Ci Manager Agenda Section: <br />DPW HEARINGS <br />,�a Item Description: bequest for approval of restaurant outdoor patio food/liquor location <br />Roseville T I Fridays, 2480 Fairview Avenue W.F. 348o) <br />110 REQUESTED ACTION: <br />Roseville T I Fridays (through assistant manager April l ate nski) has requested <br />City Council approval to establish and use an outdoor patio to serve food and <br />intoxicating beverages, T I Fridays proposes a one day outdoor patio food/liquor <br />sales — Saturday, August 2, 2003 from 2 Foopm until 10 :00pra on the west side of <br />their building in some of the area measuring 2801 x 1221, <br />1.1 TG1 Fridays holds a liquor license. The uses listed above are permitted uses in SC <br />(Shopping Center) zoning districts. TGIF has off -site (but nearby) parking approval from <br />their site managers, presumably for their employees..;; ?aring is adequate to serve the <br />additional customer capacity. <br />1.2 The City Code states that a license is required to serve intoxicating beverages. In <br />addition Section 302.11 states that sales outside of the structure requires permission of <br />the City Council; the fee is 5.00 and written notice must be sent to adjacent property <br />owners. (Staff has sent notice to adjacent property owners.) <br />1.3 The Council may approve or deny, or add conditions to the approval such as screening, <br />noise limitations, and hours of operation. <br />2.1 Receive any comments from ad_ jacent property owners. <br />2.2 The Community Development Staff recommends approval subject to conditions. <br />a. Screen all light from adjoining residential districts. All lighting to be down cast. <br />b. No outdoor music after 10 prn. Music to face away from (toward the southeast) <br />residential areas. <br />c. Patio to be completely fenced in, with entry from the main building, but the <br />fenced in area to include emergency exits. Patio must be entirely on business's <br />property; no roof extensions or canvass type patio roofs closer than 30 feet to <br />property line. <br />d. No ground mounted slgnage in the enclosed patio area or attached to fencing; Igo <br />ground mounted signage closer than 15 feet to property lines. <br />e. No food or beverages served after 1 oprn. The patio is to be closed at 1 opm. <br />
