REQUEST FOR COUNCIL ACTION <br />Date: 5/12/2003 <br />Item No: V1, E. <br />Departme pproval: Manager Approved: Agenda Section: <br />Public Hearings <br />Item Description: Consider the Issuance of a Permit to Conduct Lawful Gambling Activities at <br />350 Cleveland Avenue (Joe Senser's Restaurant) <br />Background <br />The Suburban Law Enforcement Association (SLEA) has submitted an application to conduct <br />lawful gambling activities at Joe S enser5 s restaurant located at 2350 Cleveland Avenue in <br />Roseville. <br />Prior to conducting lawful gambling activities the SLEA must receive a local gambling permit <br />approved by the Council and a State- issued license approved by -the State Gambling Control <br />Board. Although both applications move somewhat simultaneously through the review/approval <br />process, the State will not approve the license until the City grants local approval. <br />The City currently has three licensed organizations conducting Bingo activities at the Bingo Hall. <br />In addition, there are four other permitted organizations conducting pulltab operations at various <br />locations. If the Council approves the permit for the SLEA, the total number of organizations <br />conducting lawful gambling in the City will be eight (8). Under City Code, eight separate <br />premise locations are allowed including the Bingo Hall. With Council approval, the number of <br />premises conducting lawful gambling will be six (6). <br />The SLEA has approximately 400 members comprised of both active and retired law <br />enforcement personnel from suburban cities, county sheriff departments, and state and federal <br />officers who are assigned to the Twin Cities area. <br />The application before the Council represents the SLEA's first foray into an on -going lawful <br />gambling operation. The SLEA has in the past conducted one -day or short -terra charitable <br />fundraising activities. <br />
