1 <br />Request Council Act1*0„ <br />Date: 1' <br />Item Number: <br />Department Approval Manager Approval Agenda Section <br />7v?q zu;z Organizational Business <br />Item Description: <br />Human Rights -Commission Appointment <br />Back -rg�ound: <br />Human Rights Commissioner Patty Tschida resigned because she moved out of the City. The <br />Human Rights Commission provides a method of citizen input concerning human rights issues, <br />promotes a positive human rights climate in the community through public education and <br />addresses human rights complaints. Commissioners serve athree -year term and are eligible, <br />though not guaranteed, to serve up to three consecutive berms. Ms. Tschida was serving a term <br />that was set to expire in March 2005. However, when staff reviewed teems of service, we found <br />that as far back as 1993, six Commissioners were appointed to terms set to expire in a single <br />tear. City Code specifies that four members be appointed in one year, and three members in <br />each of the following two years. Under the current situation there is a possibility of a very high <br />turnover of Commissioners in one year. If the Council appoints someone to a term that expires <br />March 2006, this would help offset that possibility <br />Council Action Requested: <br />Direct staff to advertise for applications to serve on the Human Rights Commission with <br />applications due to the City by June 30. The appointee would complete a term that expires <br />March 31, 2006, rather than March 2005. Staff would bring forth the names of applicants at the <br />July 21 Council meeting. <br />
