6. o STAFF COMMENDATION V <br />6.1 Based on the information provided and the findings in Section 5 of this project report, <br />staff recommends approval of a 5 foot variance to Section 1004.01A7 and 1004.02D4 of <br />the Roseville City Code to allow construction of a detached accessory building at 421 <br />Crescent Lane, subject to the following conditions{ <br />A. The applicant locating the lot's property pins and based on that, developing a <br />scaled site plan with dimensions for structures and driveway, thus allowing the <br />Community Development Departirient to verify the lots impervious coverage. <br />B, The parcel being limited to 3,528 square feet of impervious coverage, which <br />could require a reduction in the size of the proposed addition to the house. <br />The detached accessory structure being setback a minimum of 7 feet from the <br />north (side yard) property line and 25 feet from the Irene Street (east - corner <br />street) <br />The existing garage and driveway being removed within one year of the approval <br />date of the variance and the drainage being redesigned to reduce ponding in the <br />yard} creating rain garden infiltration, and sheet flow to the south yard area as <br />illustrated in the applicant's landscape plan dated 04/04/03 . <br />E. The review and approval of a building permit consistent with the approved plans <br />and variance. The new building to match the existing building in color and/or <br />materials. <br />7.0 PLANNING OMMI IO ACTION: <br />7.1 On May 7, 2003, the Roseville Planning Commission held the public hearing regarding <br />the Gutierrez variance request. At the hearing Mrs. Gutierrez requested that the variance <br />be for an additional 2 feet to allow greater scparation from an existing air conditioner and <br />the proposed garage. She further indicated that the roof type would be in beeping with <br />the home, but that it still was not determined which side would get the gable end. No <br />citizens addressed that Commission. <br />7.2 The City Planner indicated he did receive two email supporting the request and <br />recommended the Commission support the modified request by Mrs. Gutierrez. <br />7.3 The Commission asked the applicant about future plans and optional locations for the <br />detached garage. The Commission voted (5 -o) to recommend approval of the modified <br />request by Mrs. Gutierrez for a 25 foot variance to Section 1004.01 A7 and Section <br />1004.02134 of the Roseville City Code, based on the findings of Section 5 and conditions <br />of Section 6 of the project report dated May 7, 2003.
