Planning File 3468: Request by Manuel Gutierrez, 421 Crescent Lane for a <br />3 corner side yard setback VARIANCE to Section 1004.02D to allow construction <br />4 of a detached garage closer to the property line than the principle building. <br />5 <br />6 Acting Chair Mulder opened the hearing and requested City Planner Thomas Paschke <br />7 provide a summary of the prof ec t report dated May 7, 2003. <br />8 <br />The City Manned indicated that Manuel Gutierrez has requested a 3 foot variance to <br />10 Section 1004.01A7 (Location) and Section 1004.02D4 (Side Yard Setback Adjacent a <br />Public Street) to allow construction of 24 foot by 30 foot (720 sq. ft.) detached accessory <br />12 building (garage) at 421 Crescent Lane. <br />13 <br />14 The proposed improvement to the Gutierrez parcel attempts to meet the goals and <br />15 objectives of the Housing Ilan. Specifically, the Housing plan encourages reinvestment <br />16 into existing housing to provide increased functionality to retain families within the <br />17 community to maintain a quality neighborhood. The proposed detached accessory <br />18 building would provide a 24' x 30' two car detached garage. <br />1 <br />20 Based on the information provided and the findings in Section 5 of the project report, <br />21 staff recommends approval of a 13 foot variance to Section 1004.01 A7 and 1004.02D4 of <br />22 the Roseville City Code to allow construction of a detached accessory building at 421 <br />31 Crescent Cane} subject to the following conditions: <br />5 a. The applicant locating the lot's property pins and based on that, developing a <br />scaled site plan with dimensions for structures and driveway, thus allowing the <br />7 Community Development Department to verify the lot's impervious coverage. <br />8 <br />29 b. The parcel being limited to 3,528 square feet of impervious coverage, which <br />30 could require a reduction in the size of the proposed addition to the house. <br />31 <br />c. The detached accessory structure being setback a minimum of 7 Feet from the <br />33 north (side yard) property 1 ine and 27 feet from the Irene Street (east -corner <br />34 street) property line. <br />35 <br />d. The existing garage and driveway 'being removed within one year of the approval <br />37 date of the variance and the drainage being redesigned to reduce pending in the <br />38 yard, creating rain garden infiltration, and sheet flog to the south yard area as <br />39 illustrated in the applicant's landscape plan dated 04/04103 <br />40 <br />41 e. The review and approval of a building permit consistent: with the approved plans <br />42 and variance. The new building to match the existing building in color and/or <br />43 matefials. <br />44 Sally Gutierrez, applicant, noted the existing drive and one car garage is deteriorated and <br />45 must be removed. In the future an addition to the west side of the house would be added. <br />46 A 72 inch separation between the new garage and the 'louse 1s minimal. There is a grade <br />
