Planning File 3464: bequest by Roland Gisvold, 970 Transit Avenue, for <br />3 an 18 foot VARIANCE to Section 1004.02D5 (Yard Requirements <br />4 Front Yard Setback) to allow construction of a 22 foot deep by 20 foot <br />5 pride attached garage addition on to the home. <br />6 <br />7 Vice Chair Mulder opened the hearing and requested City Manner Thomas Paschke <br />8 provide a summary of the project report dated May 7, 2003. <br />9 <br />10 Mr. Paschke indicated that Roland Gisvold, 970 Transit Avenue, submitted an application <br />seeking approval of a variance to construct a 20 foot wide by 2 foot deep (440 sq. ft.) <br />12 attached garage addition on to the north side of his home,, The proposed addition would <br />13 encroach 15.5 feet into the front yard requiring a variance to Section 1004.02135 — <br />14 Dwelling Dimensions -- Front Yard Setback, and be 14.5 feet from the right-of-way line <br />15 requiring a variance from Section 602+02# Parking on Boulevard Prohibited. Thomas <br />16 Paschke illustrated the setbacks with diagrams .and pictures. <br />17 <br />18 The Community Development staff rccomrnends approval of the 15.5 Poet variance to <br />19 Section 1004.02D (Dwelling Dimensions — Front Ward Setback) and a variance to <br />20 Section 602.02 (Parking on Boulevard Prohibited) of the Roseville City Code for Roland <br />21 Gisvold allowing the construction of a 20 foot wide by foot deep attached garage at <br />970 Transit Avenue, subject to the fallowing conditions: <br />3 <br />4 a. The proposed front yard addition (north) is limited to an encroachment of a <br />5 distance not to exceed 15.5 feet or to a point no closer than 14.5 Feet from the <br />6 front yard property line.- The garage can be designed with a west facing door and <br />7 a new "L" shaped drive is possible, without parking in the boulevard. <br />28 b. The addition matches or is to be similar to that of the existing building in color <br />29 and/or materials. <br />30 c. gutters and downspouts are placed along the eve of the additions where <br />1 appropriate to properly direct roof drainage onto the subject parcel and away from <br />32 neighboring properties. <br />33 d. windows be placed along the north and east building gall to break -up the long <br />34 mass. <br />35 e. The review and approval of ` a building permit consistent with the approved plans <br />and variance. <br />37 <br />38 Member Traynor asked if the current garage would become living space. (No, storage <br />39 space). Thomas Paschke explained parking in driveway versus boulevard. He explained <br />40 options for on -site parking. <br />42 vice Chair Mulder asked if Transit is planned to be widened.
