2.3 Public Improvements — The development includes the construction of a principle <br />roadway from Cleveland Avenue connecting to Fairview called Twin Lakes Parkway. <br />The official mapping of this road must be modified to accommodate the Roseville <br />Properties proposal. An update on the traffic impacts of that reconfiguration (by City <br />consultant SR F) will be provided and a summary regarding the functionality of the <br />road and other surrounding public improvements such as I -35w ramp, Arthur Street, <br />Prior Road,, Mount Midge Road, trails to Langton Lake and connections to County <br />Road C2 will be reviewed* In addition, meetings with MnDot regarding the 1 -35W <br />ramp reconfiguration at Cleveland indicated that those proposed modification will not <br />be supported as a cooperative cost sharing project by MnDot as it is not viewed as a <br />safety hazard at this time. <br />2.4 Land Control Use of Eminent Domain — Roseville Properties plan is contingent <br />upon the successful purchase of land outlined in the proposal. Mang of those parcels <br />have been purchased and/or are under control of the developer. However, it is clear <br />that several of the key parcels that are ins'nental to the development are becoming <br />difficult to purchase at market rates. Prior to proceeding on the development, <br />Roseville Properties will be asking for some level of assurance that the Council will <br />pursue eminent domain on these parcels. Based upon the redevelopment plan, <br />developing new retail and housing next to old industrial truer terminals is unfeasible. <br />The entire proposal area must be redeveloped at once or the lease rates and sale of the <br />redeveloped sites will not be maximized and will be jeopardized. <br />2.5 Contamination\EPA Grant Coordination — The City staff', as part of the EPA grant, <br />is in the process of completing an agreement with the MP. to accept a regional <br />ground water analysis within the Twin Lakes area. This will be corning to the <br />Council for approval within the next month. In addition, the groundwater study will <br />rewire additional monitoring wells. The location and purpose of those wells can be <br />advantageous to the City/EPA study as well as to the developer. Every effort will be <br />made to work together on the contamination issues to ensure that there is no <br />duplication of efforts and that the costs are shared. In addition, the developer is <br />working with the NT CA to determine ` {hot spots" where it may be too costly to clean <br />up to a residential standard. <br />1 ! t 1 1 <br />3.1 The presentation is provided as an update on the project. The Council must provide <br />the developer with an understanding of the Council's support regarding the most <br />recent land uses, possible financial structure, and the use of eminent domain.
