Ms. Siefern an addressed the various concerns of the neighborhood that she and her architect had already addressed in designing the proposed addition, including drainage, tree removal, and her moving forward in working with staff and the Planning Commission without being aware of the neighborhood concerns, or that there were any reasons for concern regarding her personal property. Ms. Sieferman expressed appreciation to the Council for their consideration. Councilmember Klausing spoke to his general observation about variances, statutory zoning requirement, and the need for Council consistency. Sandy Wandra Ms. Wondra reiterated her concerns regarding the Rambler Beautification Program and the huge addition to the home, in addition to the second story; opining that the scope of the entire house was overwhelming. Planning Consultant Paschke commented regarding the number of variances due to the economy and interest rates, allowing people to invest in their homes. Mr. Paschke opined that, when Roseville was developed in the 1950's and 1960's, homes were premised on the need for storm water management throughout the entire city; and further opined that revision of the City's code may be appropriate given today's housing needs. Mr. Paschke clarified that this specific request was not about massing, it was about lot coverage —plain and simple -how much impervious area is inclusive, is it reasonable and practicable, and current code required applicants to go through a Lengthy and non - refundable expensive variance process to comply with property improvements. Mayor Kysylyczyn clarified several issues with Mr.
