Regular City Council Miuutes — 6/02/03 <br />DRAFT Minutes - Page 10 <br />Councilmember Klausing opined that while he supported <br />TIF in theory, it may not be a useful tool for this <br />particular project. <br />Councilmember Maschka opined that any redevelopment <br />in this area will require some use of TIF given the <br />infrastructure and utility needs; and to address the <br />BrownfieId's issues. <br />Councilmember Schroeder opined that he was in favor of <br />the use of TIF only for clearing contamination, and for no <br />other uses. <br />Councilmember Maschka asked if Councilmember <br />Schroeder were not supportive of the use of TIF for roads <br />and utilities; with Councilmember Schroeder responding <br />negatively, opining that roads and utilities should be <br />supported by development itself, unless there were soil <br />contamination issues needing to be addressed. <br />Councilmember Maschka advised that in using TIF, it <br />potentially gets charged back to the developer, not the <br />entire city. <br />Mayor Kysylyczyn spoke in support of the use of TIF for <br />the main roadway; but spoke against the use of TIF for <br />business parking lobs. <br />Mayor Kysylyczyn sought clarification from Community <br />Development Director Welsch and Mr. Johannson <br />regarding whether enough information had been provided <br />to staff and the developer to proceed with drafting a <br />Memorandum of Understanding (MOL) for Council <br />presentation on June 16, 2003. <br />Mr. Johannson opined that he had received sufficient <br />feedback from the Council to proceed and tonight's <br />discussion had provided him with a perspective on how to <br />proceed. Mir. Johannson referenced the percentage of <br />properties assembled to -date by the developer <br />(approximately 62 % ), without government assistance. <br />
