Regular City Council Minutes — 6/02/03 <br />Minutes - Page 1 <br />concept plan presented tonight by the developer; with Mr. <br />Johamson advising that Council opinion tonight was only <br />essential in whether the Council supported <br />residential/retail, rather than residential/office use. Mr. <br />Johannson advised that if the developer were limited to <br />residential /office use only, there was no reason for them <br />to continue due to marked preferences. <br />Councilmember Maschka supported the concept, even <br />though new, opining that if it were properly done, it <br />worked well; and that while change was always difficult, <br />he was convinced that it would work given the right mix. <br />Mayor Kysylyczyn concurred with Councilmember <br />Maschka; expressing concerns about the placement, but <br />support of the use proposed. <br />Councilmember Klausing offered no further comment <br />than those already expressed regarding use preferences. <br />Councilmember Schroeder expressed no concern with <br />those comments made. <br />Mayor Kysylyczyn opened the floor for public comment. <br />Al Sands, 2612 Aldine <br />Mr. Sands spoke against "big box retail," and against the <br />proposed expense of housing; opining that the Council <br />was abandoning the original plan, and if this was the only <br />type of project the market would support, to delay <br />development of the parcel. Mr. S citing his <br />legislative work referenced a TIF survey of cities in the <br />state, concluding that TIF should never be used to support <br />retail, that retail would follow the market. Mr. Sands <br />encouraged further Council review of the Master Plan; <br />opined that this was the wrong project at the wrong time; <br />and that the City could construct the parkway themselves, <br />without any development, and he would support the use <br />of TIF for that; and to avoid any use of em�.nent domain. <br />Mayor Kysylyczyn responded to several of Mr. Sands' <br />
