A.egular City Council <br />TRAFT Minutes - Page 17 <br />Councilmember Maschka referenced his attendance at a <br />recent community meeting; and personal verbal and <br />written comment received from concerned citizens <br />regarding the overall design of the building; questioning <br />whether the Council needed to step back for a week and <br />determine the functionality of the building and various <br />city departments. Councilmember Maschka recognized <br />the timing constraints at this stage of the project, but <br />expressed preference for a delay in order to achieve a <br />good product, rather than a quick response which would <br />not allow for long -term benefits to the residents and staff. <br />Councilmember Maschka, spoke to concerns regarding the <br />underground garage, specifically related to additional <br />expense for the underground facility; ventilation issues; <br />unheated space; potential future additions; and the need <br />for providing indoor storage for impounded vehicles. <br />Councilmember Maschka also addressed the functionality <br />of housing all administrative functions and all Police <br />Department functions on one floor. <br />Councilmember Klausing questioned what additional <br />informarion could be gleaned in an additional week <br />regarding functionality that was not reviewed in the <br />original analysis by staff and the architect. <br />Ms. Pam Anderson from Ankeny Kell Architects <br />summarized the numerous discussions with staff to <br />determine the most advantageous function for all <br />departments. Ms. Anderson addressed the problematic <br />site grades; access issues and provision of adequate <br />parking; as well as cross traffic between residents and <br />emergency vehicles on the site. Ms. Anderson stated that <br />ensuing discussion incorporated the relocation of various <br />departments into the soon -to -be vacated Police <br />Department area. <br />Mayor Kysylyczyn opened the floor for public comment. 1 5 <br />Terry Moses - 2776 Maple Lane <br />Mr. Mopes spoke against the combined access entrance, <br />
