A.egular City Council TRAFT Minutes - Page 17 Councilmember Maschka referenced his attendance at a recent community meeting; and personal verbal and written comment received from concerned citizens regarding the overall design of the building; questioning whether the Council needed to step back for a week and determine the functionality of the building and various city departments. Councilmember Maschka recognized the timing constraints at this stage of the project, but expressed preference for a delay in order to achieve a good product, rather than a quick response which would not allow for long -term benefits to the residents and staff. Councilmember Maschka, spoke to concerns regarding the underground garage, specifically related to additional expense for the underground facility; ventilation issues; unheated space; potential future additions; and the need for providing indoor storage for impounded vehicles. Councilmember Maschka also addressed the functionality of housing all administrative functions and all Police Department functions on one floor. Councilmember Klausing questioned what additional informarion could be gleaned in an additional week regarding functionality that was not reviewed in the original analysis by staff and the architect. Ms. Pam Anderson from Ankeny Kell Architects summarized the numerous discussions with staff to determine the most advantageous function for all departments. Ms. Anderson addressed the problematic site grades; access issues and provision of adequate parking; as well as cross traffic between residents and emergency vehicles on the site. Ms. Anderson stated that ensuing discussion incorporated the relocation of various departments into the soon -to -be vacated Police Department area.
