8.5 The Public works Department has reviewed the conceptual utility plan and has <br />determined that adequate sanitary sewer, storm water} and water main capacities exist to <br />support these two development projects. Final plans will be required. The Community <br />Development and Public works Department's are reviewing the grading, drainage, and <br />utility plans proposed with the General Concept Plan submittal. The proposed utility plan <br />must be revised to indicate the location of existing utilities (currently a slight error exists <br />in the location of the existing water main)} inclusion of two fire hydrants necessary to <br />meet Fire Code requirements (one adjacent to the front of the Abra structure adjacent the <br />parking lot and the second just west of the truck access on the Casci site); and the <br />extension of the water main to the west property line for future looping of the water <br />system and for equalizing pressure and fire safety. <br />8.6 The Public Works Department and the Rice Creek watershed must review and approve <br />the storm water management plan for both sites including the proposed infiltration areas <br />or rain water gardens. <br />8.7 The submitted plans do not indicate rooftop mechanical equipment locations for either <br />structure. However, any mechanical unit will be required to be fully ( 100 %) screened <br />from view at the property line or public street right- of-way. Should an emergency <br />generate- be contemplated, the plans must indicate the proposed location, screening, and <br />the generator must meet all applicable State decibel levels. <br />8.8 The proposed redevelopment project will be staged with the Casci building being <br />constructed first allowing the existing facility to keep operating. Upon completion of the <br />new building, a demolition permit must be approved prior to the gazing of the existing <br />structures. After the razing, the permits for the remaining site/building work and <br />construction of the Abra facility can be undertaken <br />8.9 All pre - existing buildings, debris, and any soil contamination (in accordance with <br />MnP A requirements) must be removed from the site prior to the issuance of the Abra <br />building permit. <br />8,10 ignage must be an integral part of the architectural plans; sign banding and monument <br />s ignage locations must be designated on the building and site plans, and meet all size and <br />setback requirements <br />$,11 Through the subdivision creation of two new lots (Title I I of the City Code) on the <br />property, a dedication of land for frontage road and any utility and/or drainage <br />casements is required by the Public works Department. The Rice Creek watershed may <br />require additional easements that roust be recorded separately as part of the Watershed's <br />permit process, which is done prior to the issuance of any building permits. <br />8.12 No additional accessory structures or buildings will be permitted on either lot withoutz an <br />amendment of the Planned Unit Development Agreement. <br />PP3 8 - RCA Concept Plan - 033103 Page 6 of 8 <br />
