Financial Implications: This program is funded out by the City's storm utility. Funding is <br />included within the 2003 Storm Water budget for this service. The current budget assumes <br />charging a 10 user fee for the service. There are adequate reserves to cove- the cost of the <br />increased program if the Council desires to expand this service to all residents without a <br />registration fee. <br />Staff Recommendation: Staff is seeking direction from Council on how to proceed with this <br />program. planning for the leaf pickup program rewires substantial administrative time and <br />communications with residents. The planet' ng process begins in August in order to ensure <br />participation opportunities for residents and preparation of the equipment utilized during the <br />program. The Council may want to delay action on this item if they prefer to look at all programs <br />equally in upcoming discussions on potential state aid cut backs. <br />RECOMMENDED COUNCIL ACTION: <br />Provide staff` direction on the future of the Leaf pickup Program. <br />Prepared By: Duane Schwartz <br />
