REQUEST FOR CITY COUNCII. ACTION <br />1.0 REQUESTED ACTION: <br />The Conununity Development Department has requested a number of text amendments <br />to the Roseville City Code. Specifically, it proposes to amend Section 10029 Definitions, <br />and 1005, Business Districts} pertaining to restaurants (there are over 95 locations to <br />purchase prepared food in Roseville). <br />1.2 On February 24, 2003, the Roseville City Council held the first reading on this ordinance <br />amendment, subject to the review by the City Attorney and review /comment by the Saint <br />Paul Chamber of Commerce. <br />2.0 SUMMARY of COMMENDATION: <br />2.1 The Roseville City Code Section 1002 and 1005 pertaining to restaurants has become <br />outdated and confusing, and in some cases has created land use non- conformities. The <br />Community Development Department has analyzed definitions and business district <br />allowances for restaurants and proposes new text found in this project report to replace <br />certain subsections of Section 100 and 1005 of the Roseville City Code. A matrix <br />comparing existing language and new language is provided on page 2. <br />2.2 The proposed text amendment does not require changes to existing restaurants, nor does <br />it negatively impact existing restaurants. The proposed amendment is solely an <br />amendment to update and clarify the existing cumbersome text, and to alloy existing <br />restaurants to become "conforming uses" within their respective zoning district. <br />3.0 SUGGESTED ACTION: <br />3.1 HOLD SECOND READING & ADOPT AN ORDINANCE amending the text within <br />Section 1002 and 1005 of the Roseville City Code specifically pertaining to restaurants. <br />Project information and detailed recommendation on foRowing pages. <br />PF3453 - Text Amendment <br />
