kek qV i� <br />Request for Council Action <br />D 00 <br />Ftem Number: <br />Department Approval Manager Approval Agenda Section <br />zfg& Consent <br />qP <br />Item Descriptiom <br />Reading of Ordinance Updating the Roseville I Recycling <br />Background <br />Roseville established a curbside recycling program in July 1987. The curbside recycling program includes all <br />single family homes, duplexes, triplexes, four- plexes and townhomes. The program began with once a month <br />pickup and the frequency has changed until it reached the. current every other week collection. Also more types <br />of materials have been gradually added to the list of items collected. Despite increases in frequency of <br />collection and types of matoriai accepted, them has been very little growth in Rosev it le's recycling program <br />during the past ten years. <br />On Juno 11, 2001 the City Council established a resident committee to update the 1991 report Optionsfor <br />Residential Waste Collection and Recycling Reportfor Roseville, Minnesota. The City Council charged the <br />Residential al Solid waste and Recycling ycling Citizens Advisory Committee (RSWRCAQ with updating the .April <br />1991 Deport and to "evaluate the existing residential waste collection services and explore opportunities for <br />improvement." The RSWRCAC presented its Deport to the City Council on May 20, 2002. The Report <br />included a recommendation to increase recycling participation by expanding Roseville' s recycling program to <br />include multi - family complexes. The City Council voted to kept that recommendation at its September 237 <br />2002 meeting. <br />That change in the program necessitates clarifications to the Roseville City Code Chapter 403. The <br />clarifications clearly define the difference between homes that will receive curbside service and multi- family <br />complexes where residents will place their recycl ables in centrally located carts. The other change is a <br />provision allowing multi - family complexes that have a current contract with a private recycling contractor to <br />honor that contract. <br />Council Action Requested <br />Council approves the changes to the Roseville City Code Chapter 403 for recycling collection. <br />Attachments : Ordinance <br />
