Approve Cooperative Agreement between the Cities of Roseville, St. Paul,, <br />and Falcon Heights, Ramsey County and Capitol Region watershed <br />District for the hydrological investigation of the Como Lake Subwatershed <br />7 Area <br />Background: Capitol Region Watershed District approached the City of Roseville, Falcon <br />Heights, and St. Paula as well as Ramsey County to partner in the investigation of the Como Lake <br />ubwatershed 7 area. This area was identified in the District's Como Lake Strategic Plan as a <br />priority for phosphorus reduction to meet the target subwatershed loading. There are also <br />capacity issues in the trunk storm lines in this system. The principal issues identified for Como <br />Lake involve water quantity, water quality and funding. The subwatershed area is 810 acres, of <br />which 297 acres are located in the City of Roseville. <br />The purposes of the project are: <br />to To evaluate water conveyance capacity limitations in the subwatershed and identify potential <br />solutions and costs <br />To evaluate related water quality impacts and identify specific Best Management Practices <br />and associated costs for the purpose of meeting the implementation objectives of the <br />District's Como Lake Strategic Plan. <br />To identify a fair cost distribution among the Partners for future implementation projects <br />addressing the water conveyance capacity issue and water quality impacts in Como Labe <br />ubwatershed 7 <br />To prepare a project implementation timetable. <br />We have attached a cooperative agreement that has been drafted by the the watershed district for <br />this study. <br />Financial Implications: The City's cost participation is to he based on the rate of stormwater <br />discharge into the system and water quality benefit. The total cost of this project is not to exceed <br />50,000. The City of Roseville's participation will be 7% of the total project cost, or a <br />max imum of $3,500. This would be paid for out of the storm water infrastructure fund. <br />RECOMMENDED COUNCIL ACTION: <br />a <br />.Approve Cooperative Agreement between the Cities of Roseville, St. Paul, and Falcon Heights, <br />Ramsey County and Capitol Region watershed District fart the hydrological investigation of the <br />Como Lake S ubwatershed 7 Area. <br />Prepared by: Deb Bloom <br />
