International Union of Operating Engineers Local No. <br />49 Contract <br />Kysylyczyn moved, Klausing seconded, approval of the <br />proposed terms and conditions for the 2003 -2004 <br />collective bargaining agreement between the City of <br />Roseville and the International Union of Operating <br />Engineers Local 49; and directed the City Attorney to <br />prepare the necessary documents for execution. <br />Human Resources Manager Eldona Bacon, lead negotiator <br />with Local 49, was present to provide a summary to the <br />Councilmembers of negotiations and recommendations. <br />Ms. Bacon advised that the Local 49 represented thirty <br />(30) staff members. <br />Ms. Bacon reviewed specific components of the proposed <br />agreement; specifically the proposed three percent (3 %) <br />increase in wages in 2003, retroactive to January 1, 2003; <br />and the four percent (4 ° /a) increase proposed for 2004 to <br />bring the contract into compliance with averages in the <br />Stanton V survey for metropolitan public entities. <br />Discussion items included Stanton V municipality salary <br />survey comparisons and accuracies; market -driven salary <br />considerations; historical practices; and heavy equipment <br />operator rate differential of an additional $.60 per hour. <br />Councilmember Kough expressed concern that workforce <br />reductions maybe necessary, depending on State Budget <br />shortfalls and their ramifications on cities. <br />City Manager Beets responded both management and <br />union officials were aware of and in communication <br />regarding current state budget uncertainties and the <br />possible need for renegotiation of contract terms if <br />required. <br />Additional discussion included rationale for recommended <br />salary percentage adjustments, their relationship to cost- <br />of- living adjustments (COLA) and Consumer Price Index <br />(CPI); and potential state - mandated freezing of salaries <br />international'Union <br />of Operating <br />Engineers Local <br />No. 49 Contract <br />
