REQUEST FOR C
Department Approval:
Manager Approved;
G0 lei
Item #
Agenda Section;
Reports/Recommendations
Item Description:
2003 -2004 International Un inns operating Engineers _ Focal 49 Contract 'Perms
Discussion Continuation From 2/24/03 Meeting
Background
This matter is back pursuant to a motion Council adopted at your last meeting on
February 24. First, you asked for more information about the Stanton Group and the data
they collect. Second, you asked about a contract clause allowing the parties to
renegotiate the 2004 wage portion of the settlement if budget circumstances suggested
that layoffs were a possibility.
As to the Stanton Group, the League of MN Cities has contracted with the Stanton Group
each of the last 34 }ears to conduct an analysis of metro area county and city wage and
benefits trends. Once the data is compiled it is analyzed, entered and printed in the boobs
that each contracti ng c ity member receives. There were 109 partic ip ating j urisdi ctions in
2002 covering 105 jobs within 15 job families. This method of research and comparison
is more efficient than having each county and city duplicating these efforts. Thus each
job classification is looked at separately across many cities to determine what comparable
cities and counties are doing and whether any "`Stanton adjustment" is appropriate for that
ooh classification.
The Stanton V group consists of a benchmark group of comparable sued cities to
Roseville. There are 25 metro area cities in Stanton Group V, including but not limited to
Maplewood, Richfield, and Shoreview in addition to Roseville.
The second question posed eras- Mr. Dough's idea to add a limited renegotiation clause in
2004 surrounding the current pending economic issues to the city. Staff has shared this
idea with the representatives of the 49ers' group. we think they will have a response to
that suggestion in time for your March 31 meeting.
Council Action lie u ested
Motion to continue this item until your March 31 meeting, at which time we will know if
the 4ers are agreeable to include a limited wage renegotiation clause in the collective
bargaining agreement. ,
9 `
