A. <br />Department Approval: Agenda Section: <br />TP /DPw LAND USE <br />Item Description: A request by Presbyterian Homes for a GENERAL CONCEPT PLANNED <br />UNIT DE ELOPME1 TT, REZONING and P LIMINARY PLAN' to <br />allow the redevelopment of Fi shoppmg Center (PF3421). <br />BACKGROUND: <br />Presbyterian Homes (developer) has applied for a 7.5+ acre mixed -use General Concept <br />Planned Unit Development to redevelop the Hamline Shopping Center and office building. <br />The proposal named " unnmerhouse of Roseville" would create a 4- story, 95 -unit senior rental <br />apartment complex with up to 13,985 square feet of neighborhood retail or office use, surface <br />and underground parking, and other site improvements. The property, two existing parcels, <br />would be re- platted into three lots, one for Future development. The property would also be <br />rezoned from SC, Shopping Center Dist ict to Planned Unit Development with an underlying <br />zoning of B -1, Limited Business and R-7 Apartment District <br />PROJECT REVIEW HISTORY <br />• Sketch Plan reviewed by Planning Commission on September 4 <br />• Application submitted on November 4, 200 <br />• Application determined complete on January 21, 2003 <br />60 -day review deadline on March 21, 2003. <br />Staff Review: Approval with conditions — February 5, 2003. <br />• Planning Commission: )*Tearing & Approval Recommendation 7 -0) — February 5, 2003. <br />• Council Action on Concept/Preliminary Plat — March 10, 2003. <br />2.0 SUMMARY of RECOMMENDATION: <br />2.1 The General Concept, and rezoning to Planned Unit Development (consisting of limited <br />neighborhood retail, office, and apartrnent uses) with an underlying zoning of B -1, LirTU,ted <br />Business and R -7 Apartment District with conditions is consistent with the Comprehensive <br />Plan and Arona Neighborhood Plan and should be approved. <br />3.0 SUGGESTED ACTION: <br />3.1 Approve (see sample motions, section 10, page 10) of the request Presbyterian Homes for <br />preliminary plat, General Concept Plan (planned unit development), and rezoning to Planned <br />Unit Development with an underlying zoning of B -1, Limited Business and R -7 Apartment <br />District with conditions (see conditions in Section 9 for more detail).
