Regular City Council Meeting <br /> Monday, October 17, 2011 <br /> Page 25 <br /> As previously noted, this item will be brought forward for discussion at a later <br /> date. <br /> Councilmember Pust requested future agenda discussion about the administrative <br /> piece of the annual budget as it relates to the recent contract with Ramsey County <br /> to administer elections; and other budget changes that may or may not affect that <br /> portion of the City's organization. <br /> Recess and Reconvene in Executive Session <br /> At the request of Mayor Roe, City Attorney Bartholdi reviewed statutory authority for the <br /> City Council to hold closed meetings to consider strategies for employee labor negotia- <br /> tions, accepted under the Open Meeting Law, with discussions limited to those confines. <br /> Willmus moved, Pust seconded, recessing the meeting at approximately 9:35 p.m. to <br /> move into Closed Executive Session to consider strategies for labor negotiations, in ac- <br /> cordance with Minnesota Statute §13D.03 of the Open Meeting Law. <br /> Roll Call <br /> Ayes: McGehee; Willmus: Johnson; Pust; and Roe. <br /> Nays: None. <br /> Mayor Roe convened the City Council in Closed Executive Session at approximately <br /> 9:40 PM. <br /> Johnson moved, Pust seconded, to recess the Closed Executive Session and reconvene the <br /> meeting in Open Session in the City Hall Maple Room at approximately 10:00 p.m. for <br /> the purpose of considering a motion to extend the meeting past the 10:00 PM curfew. <br /> Roll Call <br /> Ayes: McGehee; Willmus: Johnson; Pust; and Roe. <br /> Nays: None. <br /> Open Session <br /> Motion to Extend Meeting(10:00 p.m.) <br /> Johnson moved, Pust seconded, to extend the meeting 15 minutes. <br /> Roll Call <br /> Ayes: McGehee; Willmus: Johnson; Pust; and Roe. <br /> Nays: None. <br /> Motion to Return to Closed Session <br /> Johnson moved, Pust seconded, to recess the Open Session and return to a Closed Execu- <br /> tive Session to continue discussion of strategies for labor negotiations. <br />
