Mr. Mun- <br /> son advised that essentially the building permit and relocation of brick pavers in- <br /> tended to be used on the home in the near future were the only outstanding issues <br /> of concern to staff. In order to ensure that these remaining violations are re- <br /> solved, Mr. Munson recommended formal Council action as detailed in the RCA <br /> dated October 10, 2011. <br /> Councilmember Willmus noted that he had checked on the property earlier today, <br /> and concurred that the property owner was making a good faith effort to bring the <br /> property into compliance. <br /> Councilmember Willmus questioned if this property owner also owned the vacant <br /> lot to the west of this parcel, to which Mr. Munson responded negatively. <br /> Johnson moved, Pust seconded, authorization to the Community Development <br /> staff to issue a Ramsey County Court Citation to Mr. Andrew Lange for violations <br /> of Roseville's City Code and Zoning Ordinance at 2575 Dellwood Avenue, unless <br /> within thirty(30) days,by November 10, 2011: <br /> • A building permit is issued for the construction of the addition; <br /> • All commercial and other outside storage violations are corrected; and <br /> • The home occupation is operated within published guidelines of Roseville's <br /> 40 home occupation ordinance, including: <br /> o The business is operated out of the dwelling and not the garage; <br /> o There is no exterior storage of equipment and/or materials; and <br /> o There is no use of power tools on-site in conjunction with the business. <br /> Roll Call <br /> Ayes: McGehee; Willmus: Johnson; Pust; and Roe. <br /> Nays: None. <br /> 13. Discuss a New ordinance to Enable the City's Port Authority for the Purpos- <br /> es of Financing the Construction of a New Fire Station and Park Improve- <br /> ments <br /> After a thorough review of available bond financing options, Finance Director <br /> Chris Miller advised that it was the recommendation of the City's bond counsel <br /> that the most cost-effective approach was to issue bonds under the City's Port Au- <br /> thority, as established in 1987 by special legislation. While not clearly known if <br /> the City ever exercised its powers under the Authority, Mr. Miller advised that <br /> State Statue clearly allowed the Authority to issue General Obligation bonds un- <br /> der certain circumstances. <br /> • In accordance with past City Council authorization at their September 12, 2011 <br /> meeting, Mr. Miller advised that, while a referendum is not required, the City <br />
