The recycling fee, while fairly new, has e�ncountered several signin I c,ant changes, dun'ng the past
<br />several years, In, 1994 and, 1995, revenue from recycling products were fairly strong and the city
<br />proceeded to decrease rates based, on, those sales., Revenue ftom such products however,,
<br />decreased substantially in, 1996 and 1997.

<br />While the projections indicate that an 'increase wiu be needed,1 we, will not have a final
<br />recommendation, until the bids are received later in, November.
<br />We are recommending the following utility adjustments for 1998:
