September 13, 1991 <br />TO: City Council <br />FROM: Steve Sarkozy <br />SUBJECT: REQUEST FROM THE CITY OF <br />PROPOSAL <br />FOR POLICE SERVICES <br />Background <br />The City Council of Lauderdale has formally requested proposals <br />for Police Services from the City of Roseville and the Ramsey <br />County Sheriff's Department. The City of Lauderdale is currently <br />served by the Sheriff's Department and prior to 1984, was served <br />by the City of Roseville. <br />The current services provided by the Sheriff's Department include <br />a police presence in the corporate boundaries of Lauderdale for 18 <br />hours per day, with a deputy dispatched to Lauderdale on an as <br />needed basis for the remainder of the day, at an annual cost of <br />approximately $196,000. <br />Proposal <br />Much like the contract in place for the City of Falcon Heights, <br />the Lauderdale contract for service would include the same level <br />of police service at the same per capita cost as experienced by <br />Roseville (and Falcon Heights) residents. This "uniformity" of <br />services and costs is a necessary component of our proposal to <br />ensure equity among all residents served. <br />Financial Implications <br />The costs for police service on a cost per capita basis are <br />approximately $75.79. Because we have added five police officers <br />as a result of the Falcon Heights contract, it's believed that we <br />will not need to utilize all of the. funds received from the <br />Lauderdale contract (should we be selected). This, then, repre- <br />sents a savings which would be shared, on a cost per capita basis, <br />for the combined populations of Roseville, Falcon Heights, and <br />Lauderdale. We anticipate that our costs would decrease to <br />approximately $73 to $74 per capita. <br />Staff Recommendation <br />Staff believes that the Lauderdale contract for police services <br />would represent a mutually beneficial arrangement between our two <br />communities. All residents would benefit financially from the <br />efficiency of scale, yet see no degradation in the level of <br />service. We are in the very preliminary stage of discussions with <br />the City of Lauderdale, and any formal proposal to Lauderdale <br />would be subject to future Roseville City Council approval, <br />
