September 13, 1991 <br />TO: City Council <br />FROM: Steve Sarkozy <br />SUBJECT: UPDATE ON THE RAMSEY COUNTY LOCAL GOVERNMENT SERVICES <br />STUDY COMMISSION <br />The 1991 State Legislative Session created the Ramsey County Local <br />Government Services Study Commission. This 25 member body is <br />charged with the responsibility of reviewing the potential bene- <br />fits of consolidation of services throughout Ramsey County. <br />The legislation also specifically assigned the city managers of <br />communities throughout the County, the Executive Director from <br />Ramsey County, and the Chief of Staff from the City of St. Paul as <br />staff to this Commission. In that role, we have been extremely <br />busy and it has taken a great deal of time to adequately serve the <br />Commission. <br />The work of the Study Commission could represent a potentially <br />significant benefit, as well as threat, to the City of Roseville. <br />The benefit may be in the form of improved service or lower <br />operating costs equating to lower taxes. The threat is that many <br />of the high cost services, primarily operated by St. Paul and <br />Ramsey County, are the subject of consolidation review. If <br />consolidation of these services occurs, the costs would be appor- <br />tioned on a County wide basis, thereby increasing costs to <br />Roseville residents. <br />Of course, the State Legislature has complete control of municipal <br />and county structures, and can dictate consolidation without local <br />approval. <br />Copies of the "Issue Papers" on the five subjects specifically <br />included in the legislation (Libraries, Police, Public Works, <br />Public Health, and Prosecution) are enclosed in your packets for <br />your review. No action is required at this time; however, the <br />information is being forwarded to keep you posted on the progress <br />of this group.
