Gatlin, Public Works Director <br />Re: LINCOLN DRIVE PETITION FOR PUBLIC <br />Date: September 11, 1991 <br />�f/ <br />At the September 9, 1991, regular council meeting, the council <br />considered a petition for the extension of Lincoln Drive from <br />Terrace Drive to County Road C -2 and County Road C -2 from Lincoln <br />Drive to Snelling Avenue. The council discussed the petition <br />briefly and moved to continue discussion to the September 16, <br />1991, work session. <br />The council has previously been provided a packet of information <br />including the proposed sketches illustrating the design concepts <br />which the petition signers are requesting. Also, a copy of the <br />petition was provided to the city council. <br />At the September 16, 1991, work session, a sketch of the proposal <br />will be available. The plan will be discussed in detail with the <br />council. At this time, we have not met with any of the property <br />owners. Staff believes the council should discuss the project <br />and determine whether it is interested in proceeding with the <br />work before detailed informational type meetings are held with <br />property owners or work on the feasibility report started. For <br />council information, a history of the Lincoln Drive project is <br />attached. <br />Staff noted during the presentation to the city council at the <br />September 9, 1991, meeting that because of each property owner <br />wished to attach conditions to the petition, the petition cannot <br />be legally considered to have been signed by more than 35% of the <br />affected property owners. The petition has the same effect as if <br />it were signed by only one property owner. Therefore, a 4/5 vote <br />of the council will be necessary to order the project should <br />consideration of the project proceed. <br />
