In 1985, the City Council approved a rezoning, special use <br />permit for site plan approval, building setback variances, <br />parking variance, and a vacation of right of way to allow <br />the construction of the Loehmann's Plaza Shopping Center <br />(renamed Rosedale Commons). <br />2. Special use permit for site plan approval required for <br />setbacks less than 100 feet. <br />3. Tanurb Co. has submitted a request for an amendment to the <br />special use permit for site plan approval to allow the <br />construction of a loading dock and trash handling area on <br />the rear of the building. This changes the setback <br />slightly and changes the building from what is shown on the <br />approved plan, therefore an amendment is necessary. , <br />4. The Roseville Planning Commission, on February 13, 1991, <br />continued consideration of the matter until March 13, 1991. <br />5. Tanurb objected to the delay on the basis that they met the <br />technical requirements for consideration and that they would <br />face potential loss of their tenant. <br />6. The City Attorney's office, after discussions with Tanurb's <br />attorney, indicated that the City had some legal exposure in <br />the matter and recommended that the Planning Commission <br />conduct a special meeting such that the Council could hear <br />this matter on February 25, 1991 to avoid the delay. <br />7. The Planning Commission held a special meeting on February <br />21, 1991 and recommended unanimously that the City Council <br />approve Tanurb's request for a amended special use permit <br />for site plan approval at 2480 Fairview Avenue with the <br />following conditions: <br />a.
