Department Approval <br />I`°S'p,aE-41+4 <br />REQUEST FOR COUNCIL ACTION <br />D ate.- January 3, 2 011 <br />Item No..- 12 . c <br />Acting City Manager Approval <br />Item Description.- Youth Representative and Alternate on Human Rights Commission <br />I BACKGROUND <br />2 Over the years, the City Council has appointed a non-voting youth representative to serve a one- <br />3 year term that coincides with the school year to the Human Rights Commission (HRC)l. The <br />4 youth representative position had been vacant for several years until October 2010 when the <br />5 Council appointed Seth Josephson to the Commission. <br />6 Based on several commissioners' experiences working with youth, they find that youths are <br />"7 more likely to be active participants on boards, committees or commissions if more than one <br />8 youth is involved. Therefore, the HRC decided to seek an additional youth commissioner. <br />9 The City Code does not limit the number of youth representatives on the HRC. <br />I ('_) The HRC placed an article in the Roseville Review and contacted area schools about the <br />"I'll vacancy. The Commission received four applications. <br />12 The Human Rights Visions of Success subcommittee interviewed the candidates and at the <br />13 November meeting, the HRC passed a motion recommending the Council appoint Anthony <br />14 Barrett to the Commission for a term that expires on July 31, 2011. <br />I Further,, the Commission recognized the depth of talent among the applicants, and they <br />16 recognized how busy youths are in school and extra-curricular activities. They passed a motion <br />I ��7 recommending the Council establish an alternate youth commission position. The youth would <br />I be invited to attend meetings and fill in if one of the youth commissioners is not able to attend. <br />19 The HRC passed a motion recommending the Council appoint Marie Siliciano to serve as an <br />Z,,:,) alternate youth commissioner for a term that expires on July 31, 2011. <br />ZI FINANCIAL IMPACTS <br />22 None <br />23 STAFF RECOMMENDATION <br />24 Appoint Anthony Barrett to serve as a youth commissioner on the Human Rights Commission <br />25 for a term that expires July 31, 2011. <br />26 Establish an alternate youth commission position. <br />Page I of 2 <br />
