REQUEST FOR COUNCIL ACTION <br />Date: 1/10/11 <br />Item No.: 11. a <br />Department Approval City Manager Approval <br />Item Description: Public Improvement Hearing for the Reconstruction of Dale Street <br />Between County Road C and S. Owasso Blvd <br />11 BACKGROUND <br />2 On December 13, 2010, the City Council received the feasibility report for the reconstruction of <br />3 Dale Street between County Road C and S. Owasso Boulevard and ordered the public hearing for <br />4, January 10, 2011. Prior to opening the hearin , staff will present general information regarding <br />9, <br />5 construction, standards, and assessments that apply for this project. <br />6 This project is proposed to be undertaken as part of the 2011 Pavement Management Program and <br />"7 would be combined under one contract with the City of Roseville's Mill and Overlay Project. By <br />8 combining these projects together and bidding them as one contract, we anticipate competitive bids <br />9 from contractors. <br />110 The following is the summary of recommendations for the project as described in the Feasibility <br />11 Report. <br />12 9 Reconstruct the trunk watermain in the corridor. <br />13 9 Repair deteriorated Sanitary Sewer manholes in the corridor. <br />14, • Construct a 6 foot wide concrete sidewalk with a 7 foot wide grass boulevard along the <br />15 east side of Dale Street. <br />116 0 Allow parking on the west side of Dale Street. Prohibit parking on the east side of Dale <br />1 7 Street. <br />11 111",,'11 • Construct a 35 foot wide, bituminous street with B-618 concrete curb and gutter. <br />119 9 Construct a right turn lane at County Road C. <br />20 9 Provide a 5 foot shoulder on the east side of Dale Street for bicycles. <br />21 9 Provide a 9 foot shoulder on the west side of Dale Street for bicycles and parking. <br />22 9 Reconstruct the railroad crossing at the north end of Dale Street. <br />23 9 Construct traffic management along Dale Street including; two speed tables, one north <br />24, of Iona, one south of Iona Lane and install street trees along both sides of the street. <br />25 9 Construct storm sewer improvements to address water quality and quantity problems in <br />26 the corridor. <br />27 9 Fund the street reconstruction with Municipal State Aid funds, utility funds, and <br />28 assessments as detailed this report. <br />29 As part of the public information process for this project, residents requested that the City pursue the <br />30 under grounding of the overhead utilities within the Dale Street project limits. During the project <br />3i� discussion staff is requesting that the City Council provide staff direction for this proposal. Since <br />32 this is private utility work, and is not proposed to be assessed, it is not necessary to take action on <br />33 this portion of the project as a part of the Public Hearing.
