k" <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/10/11 <br />Item No.: 7.c <br />City Manager Approval <br />Item Description: Consider Approving a Joint Powers Agreement with the City of White Bear Lake <br />11 BACKGROUND <br />2 Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />3 agreements (,TPA) for the joint exercise of powers that are common to each. Over the past several months, <br />4, the City of White Bear Lake and the City of Roseville have held on-going discussions in regards to the <br />5 sharing of information technology support services. <br />6 <br />"7 The City of Roseville currently employs eight full-time employees and one part-time employee to <br />8 administer the information systems for the City of Roseville and twenty three (23) other municipal and <br />9 governmental agencies. The proposed .TPA with the City of White Bear Lake is similar to the other <br />110 Agreements in both structure and substance, although this particular .TPA pertains only to telephone <br />11 services. <br />13 The attached .TPA has been approved by the City of White Bear Lake and is awaiting approval from the <br />14, Roseville City Council. <br />15 POLICY OBJECTIVE <br />116 Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />1 7 the Imagine Roseville 2025 process. <br />11 111""".11'1111 FINANCIAL IMPACTS <br />119 The proposed .TPA provides non-tax revenues to support City operations. The hourly rates charged to other <br />20 cities are approximately twice the total cost of the City employee; yet substantially lower than could be <br />2 1 obtained from private companies — hence the value to other cities is greater. <br />23 There is no budget impact. The presence of the .TPA along with existing revenue sources is sufficient to <br />24, fund the City's added personnel and related information systems costs related to the contracted services. <br />25 STAFF RECOMMENDATION <br />26 Staff recommends the Council approve the attached ,TPA. <br />27 REQUESTED COUNCIL ACTION <br />28 Approve the attached ,TPA with the City of White Bear Lake for the purposes of providing telephone system <br />29 support. <br />Page I of 2 <br />
