REQUEST FOR COUNCIL DISCUSSION <br />Wepartment Approval: <br />7A.I... <br />DATE: 01/24/2011 <br />ITEM NO: 12. c <br />City Manager Approval: <br />h <br />Item Description: Selection of consultant to complete the Regulating Map and Plan <br />component of the Roseville Zoning Ordinance re-write. <br />2 1.1 On December 13, 20 10. the Roseville City Council adopted a new Official Zoning Map <br />3 and Zoning Ordinance for Roseville. The ordinance or text portion replaced in its entirity <br />4, a number of sections including 100 1 -1 009, 1011, and 10 19, while the map created zoning <br />5 districts similar to the Comprehensive Plan - Land Use Map counterparts. <br />6 1.2 One of the specific changes that occurred was the creation of the Community Mixed Use <br />7 District (CMU) for the Twin Lakes Redevelopment Area, which district requires a <br />8 Regulating Map and Plan before redevelopment can occur. A Regulating Map and Plan <br />9 is the technical document for the Twin Lakes Redevelopment Area and would include: <br />'10 a. Parking Locations: Locations where surface parking may be located would be <br />1 11 specified by block or block face. Structured parking is treated as a building type. <br />'12 b. Building and Frontage Types: Building and frontage types would be designated <br />'13 by block or block face. Some blocks should be coded for several potential <br />'14, building types; others for one building type on one or more block faces. Permitted <br />'15 and conditional uses may occur within each building type as specified in Table <br />'16 1005-1 of the Roseville Zoning Ordinance. <br />17 C. Building Lines: Building lines would indicate the placement of buildings in <br />'18 relation to the street. <br />'19 d. Street Types: The regulating map may include specific street design standards to <br />20 illustrate typical configurations for streets within the district, or it may use <br />21 existing City street standards. <br />22 1.3 The proposal by the Planning Division would replace the existing Twin Lakes Urban <br />23 Design Principles with the Regulating Map and Plan. The existing Urban Design <br />24, Principles is the current technical document and checklist for redevelopment proposals, <br />25 but is merely a guideline. The document also includes certain items that are no longer <br />26 applicable and/or may provide confusion between the guidelines and the new Code <br />27' requirements adopted in December, if the Urban Design Principles document continues <br />28 to exist. However, there are a number of items contained in the Urban Design Principles <br />29 document that would remain and be incorporated into the Regulating Plan, which will <br />30 become part of the CMU District requirements. <br />Page I of 2 <br />
