REQUEST FOR COUNCIL ACTION W Date: 01/24/2011 Item No.: 7. f City Manager Approval Item Description: Approval of Joint Powers Agreement (JPA): Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA ) and the Roseville Police Department Addressing the Terms of RPD's Access to the Criminal Justice Data Communications Network (CJDN) 11 BACKGROUND 2 The Roseville Police Department (RPD) has a long standing Agreement with the Minnesota 3 Department of Public Safety, specifically the Bureau of Criminal Apprehension (BCA) that 4, allows the RPD full access to the Minnesota Criminal Justice Data Communications Network 5 (CJDN), the proprietary link for available criminal justice data. CJDN is a system, including the 6 equipment, facilities, procedures, agreements, and organizations thereof, for the collection, "7 processing, preservation, or dissemination of criminal justice information. 9 Law enforcement agencies in Minnesota query CJDN for information as pertains to national and 110 state criminal justice data. In other words, it is our link to all available criminal justice data 11 nationwide. 13 The ACA has updated the attached .IPA to reflect advances in technical transmission of data. 14, 15 The City's Attorney has reviewed the above referenced Agreement has no issue with it as 116 written. 17 POLICY OBJECTIVE 11 111",','11 The Roseville Police Department meets all requirements as set forth by the Minnesota 119 Department of Public Safety in the attached ,TPA. 20 21 BUDGET IMPLICATIONS 22 None. The RPD is currently subscribed to CJDN at a cost of $,840 per quarter. That rate has been 23 in effect for no less than ten years and will not change because of this updated ,TPA. 24, 25 STAFF RECOMMENDATION 26 The police department recommends that the Council approve the ,TPA and allow for the required Page I of 2
