City Council Work Plan Meeting <br />Februiary 7, 2011 <br />Couincilmember Tammy McGehee <br />Background: <br />Date: 2/07/11 <br />Item: 3.c <br />I would like to work to develop policies and initiatives in the following three areas, policies to encourage <br />active citizen participation. The responsibility of the Staff and Council at this "grass roots" level of <br />government is to invite, facilitate, and support citizens in planning, funding, and developing their <br />community. We have abundant resources in our "graying" suburb • individuals with much wisdom and <br />time to offer. We have younger members • the community eager to participate, learn, and contribute <br />to their community. We have families and individuals in Roseville struggling financially. All these people <br />know best the problems they face and have ideas and suggestions of ways in which our city might be <br />improved. I believe neither the staff nor the Council know all the problems • all the answers. I hope to <br />encourage us all to engage, listen, learn, and then develop strategies to meet the wishes and aspirations <br />of our community. <br />Civic Engagement: <br />Budget: <br />Foster, Nurture, and Encourage Neighborhood Association <br />M�inimize Vetting of Community Participants <br />Create Task Forces for Specific Issues <br />Solicit, Value, and Support Neighborhood Wishes <br />Create a Transparent Process <br />Encourage Citizen Participation <br />Reduce (or Hold Constant) the General Fund Budget <br />Assess Any Tax Levy to Support Infrastructure Needs <br />Planning: <br />Policy Decision Regarding the City's Role in Development/Redevelopment <br />Staff Support of Community Based Planning through Charette Processes <br />Continued Code Amendments, including <br />Incentives for energy efficiency, quality buildings, xeriscaping, native plantings, community <br />involvement <br />Tools to allow staff and Council to review, modify and alter project proposals to allow the <br />city to preserve and protect neighborhood cohesion, character, and quality <br />
