February 2, 2 011 <br />To.- City Council & Staff Participants in Council Work Plan Meetings <br />From Mayor Dan Roe <br />Subject Council Work Plan Suggestions/Items of Interest <br />Dear Fellow Councilmembers and Staff: <br />Thank you again for your participation in a good discussion, part 1, this past Monday. <br />Per our homework assignment, I offer my suggestions for 2011/12 work plan items, in no <br />particular order.- <br />1. Reinvigorate the Imagine Roseville 2025 implementation process. <br />Involve a group of committed citizens in developing ideas for implementation, <br />including.- Ways to check our progress as a city in implementing the strategies and <br />achieving the goals; when and how to update goals and strategies; how to communicate <br />IR2025 with our citizens businesses faith groups, and public sector partners; what type <br />�p �p I <br />of presence for IR2025 on the web; etc. <br />2. Develop and implement a Capital/Infrastructure replacement & maintenance financing <br />plan <br />What items are not currently on the CIP? What items or types of items) will we plan <br />to bond for? What items will we save ahead for? What items are so frequent in <br />recurrence that we must essentially pay cash for every year (i.e. police squads)? What <br />items will we simply not do? (Remove them from CIP!) What about funding for <br />ongoing maintenance and repairs, between replacements? How does the plan work <br />over a long time-frame (i.e. —60-years)? (Reference Shoreview's "Comprehensive <br />Infrastructure Replacement Plan" <br />Build on lessons from Parks Master Plan implementation process. <br />Be sure to include parks implementation items and currently not-included IT and <br />communications items (new council chamber cameras, etc.) on CIP lists. <br />
