The <br />principal reasioin for the continuance was that the certified list of <br />surrou indi, n�g property owners was incomplete,, which rendered the <br />notification i for the pubilic hearing invalid. <br />In moviing to continue this hearing, the Planning Commission also <br />informed the applicants, that they were very concerned about the <br />proposed hours of operationi and directed staff to review this matter <br />with the Police Department. The applicants have changed their <br />propoised hours of o,peration to close at 11:00 p.m. on week nights and <br />midnight ion Frid'ay and Sa,turidayi. <br />Also, at,t,ach,ed for Your reivi,ew is a memorandum from Police Chief Jim <br />Zelinsky to Rickii Jopke,,i The merniorandum summarizes the record of <br />exp,eirielncell related to the Circus f I acility a,t Har Ma,r Mail, and transmits <br />d. <br />the findings of inqu , iries, of ten othier piolice departments. Please be <br />careful, to note wh,ich of these inquiries relate specifically to a business <br />owned by the same applicants. <br />2. S�UMMAR,Y AND RECOMMENDATIONS <br />Virtually every one of the police departments conitacted <br />for the <br />survey <br />expressed some negative <br />experience with arcade type uses. It <br />should <br />also, bie noted t,ha,t, some <br />did have positive things to, say <br />about the Skill <br />Mill management, It seelm s that the consensus is that <br />they do <br />a good <br />job off cionitroll,in�g their, <br />clientele- while they are in the <br />facility, <br />but do <br />not control them out on <br />the site. <br />Remembeir tha,t, special uslei permits run with the land and that they are <br />issued to, the pr,oiperty own�er. It appears from this survey that some <br />additional security outside the building may be neeided. If you believe <br />that, additional security personnel or procedures are necessary to make <br />this use acceptable, you could cond�i,ti,on a recommendation on additional <br />security. <br />
