l <br />REQUEST FOR COUNCIL ACTION <br />1 1. BACKGROUND <br />2 1.1. The Minnesota Department of Employment and Economic Development (DEED) and the <br />3 Metropolitan Council are soliciting grant brownfield clean up grant proposals. The deadline for <br />4 funding requests is May 1, 2008. As part of the application process, each agency requires <br />applicants to pass a resolution approving the clean up grant application. <br />6 1.2. Mr. John Livingston and Mr. Tom Noble of Cent Ventures have requested that the City apply for <br />"7 grant funds to assist with environmental remediation activities on the Xtra Lease and Old <br />Dominion parcels within the Twin Lakes project area. Braun Intertec,, the environmental <br />9 consultant for the development team, have estimated environmental remediation costs of $,639,300 <br />I for the subject parcels of which they are seeking $,393,225 in DEED funding and $,183,159 in <br />"I'll Metropolitan Council funding. <br />12 1.3. On December IT, 2007,, Cent Ventures received Concept Planned Unit Development approval for <br />13 the development of a hotel and restaurant on the Xtra Lease site. The developer has not received <br />14 any approvals for the Old Dominion site, which is located just north of the Xtra Lease. As part of <br />I the grant application, Cent Ventures is showing a concept plan that includes the Old Dominion <br />16 site. This plan has neither been reviewed by the City nor gained approval by the City Council. <br />I ��7 Including the concept plan with the grant application does not give the developer any development <br />I rights for the Old Dominion site. Cent Ventures will need to go through the City's development <br />19 approval process, including a public hearing at the Planning Commission and final approval by the <br />20 City Council. <br />2 1 2. POLICY OBJECTIVE <br />22 .1. Approving the submission of grant applications on behalf of Cent Ventures allows the City to <br />23 leverage state and regional dollars for environmental clean up, which will assist the City in <br />24 meeting one of the objectives of Imagine Roseville 2025.- "Partner with redevelopers to remediate <br />25 brown fields and redevelop industrial sites"' (Goal 2, Strategy C, 44). <br />26 3. FINANCIAL IMPACTS <br />27 3.1. There should not be any financial impact to the City by submitting these grant applications. Cent <br />28 Ventures will be responsible to contribute required matching funds to the project. <br />
